Historic Reform
The UN General Assembly voted 178-12 to amend the Charter, adding three new permanent Security Council seats. India, Brazil, and Germany join the US, UK, France, Russia, and China.
Modified Veto
New members receive a modified veto power requiring at least one other permanent member to concur. This compromise addressed concerns about expanding unilateral blocking ability.
African Representation
African nations secured commitment for a future permanent African seat within five years. Continental leadership will determine which nation fills the position.
